BX = handle
CX = size of _PIPEINFO structure
DX = level (must be 0001h)
DS:SI -> _PIPEINFO structure (see below)
Return: CF clear if successful
_PIPEINFO structure filled in
CF set on error
AX = error code
Note: this function was introduced by LAN Manager but is also supported by
the Novell DOS Named Pipe Extender, Banyan VINES, OS/2 Virtual DOS
Machines, and others

00h WORD size of outgoing buffer
02h WORD size of incoming buffer
04h BYTE maximum number of instances allowed
05h BYTE current number of instances
